Energy Systems Catapult’s (ESC) Net Zero Go team has been building a set of guidance and templates for developing an early-stage local energy business case, based on the Green Book Five Case Model. Further research has been undertaken to take a deep dive into the strategic and commercial dimensions of the Five Case Model, exploring local heat network and heat pump case studies to demonstrate how a local authority can progress heat decarbonisation projects from feasibility into implementation.
